Title 32 Cyber Study

The purpose of this research study is to explore the utilization of National Guard cyber forces in Title 32 status for national cyber missions. This study is part of a doctoral dissertation in Cyber Defense at Dakota State University (DSU), in partnership with the University of Wisconsin–Madison and the Wisconsin National Guard Federated Cyber Program (FCP).

Participants

Personnel with experience in U.S. military cyber operations, cyber policy, legal issues related to cyber operations, familiarity with National Guard or U.S. Department of Defense (DoD) cyber force structures, or other areas related to the utilization of National Guard cyber forces for national cyber missions, were surveyed from June 4 to October 4, 2025.
